Imagine trying to fit together a group of puzzle pieces, but you always seem to be missing that one crucial piece to complete the picture. Halogens, like chlorine, are similar because they are always looking to fill that missing piece in their outer electron shell to reach a stable configuration. Just like needing that final puzzle piece to complete an image, halogens need one more electron to complete their outer shell, and they eagerly react with other elements to obtain it, forming compounds in the process.
